Over 15 years of experience in Instructional Systems Design, Training Delivery, and Project Management for
commercial, government, military, non-profit, and higher education organizations. Experience includes
competency modeling, needs analysis, and planning and managing the design, development, and deployment
of web-based training (WBT), instructor-led training (ILT), and blended learning solutions. Significant experience
providing consulting services for the selection, customization, and deployment of enterprise wide Learning
Management and Learning Content Management Systems (LMS/LCMS).

Specific projects with associated tasks and responsibilities include:

    Aerospace Industry - Lead Instructional Designer for the development of a blended Systems
    Engineering Leadership Program with the primary affective objective of communicating the value
    Systems Engineering brings to a project, program, and the organization.  A crucial challenge to
    achieving this objective was to modify the efficiency and order mindset of the engineer learner audience
    from a narrow engineering focus, to an orientation of adaptability and openness within a larger system
    with a wide variety of stake holders. This challenge was met with a blended solution which included
    both synchronous and asynchronous instructor-led training (ILT), asynchronous WBT, team-based
    computer simulations, OJT activities, and long-term program evaluation strategies. This program was
    awarded the 2007 Brandon Hall Research Excellence in Learning Gold, for Best Blended Learning
    Program.

    Aerospace and Electronics – Lead Instructional Designer for redesign and development of the of a Life
    Cycle Value Stream Management curriculum. This curriculum’s goal was to ensure that every employee
    understood his or her roles and responsibilities as they relate to the company’s products and services
    at each phase of the product/program life cycle and at each gate review. This blended solution included
    over 5 hours of prerequisite web based training, a case study pre-read, and a 2 week facilitated course
    with integrated case study activities. The curriculum explored the cross functional dependencies and
    elevated awareness of how employees’ roles are interdependent. This program was awarded the 2007
    Bersin Learning Leaders award for Operational Excellence.  

    Financial Services – Conducted a Performance & Task Analysis to create a new competency model for
    a range of proficiency periods. Created a “straw man” of the model by conducing Steering Team
    meetings, and then validated the model by interviewing SMEs and top performers. Also conducted an
    analysis of an existing 22-week blended curriculum to identify gaps between the existing curriculum and
    the competency model. Created a High-Level Curriculum Design Plan based on these data, with an
    evaluation strategy that mapped directly to the competency model.

    Non-Profit – Developed a 1-day seminar for volunteers who serve the public following a disaster. The
    specific goal of the program was to help responders assess the needs and provide relevant service to
    people with disabilities following a disaster.

Specific projects with associated tasks and responsibilities include:

    Process/Energy – Project Manager and lead Instructional Systems Designer for the design and
    development of customer and employee facing virtual university infrastructure and learning content for a
    major chemical company. The project included LMS selection and customization; development of over
    30 custom WBT courses; selection and integration of third party off-the-shelf content; and localization of
    selected learning content into UK English, Spanish, French, German, Italian, and Mandarin Chinese.

    Sales and Marketing – Lead Instructional Designer of a Solution Selling curriculum for a major
    computer hardware and software vendor. The project consisted of development and deployment of over
    20 hours of highly interactive, non-linear WBT sales and customer service simulations. Learners were
    able to interact with audio/video vignettes, and choose how they would respond to various customer
    responses and objections. Each scenario had three paths with the end results being unsatisfactory,
    satisfactory but not optimal, and optimal outcomes.

    Telecommunications - Project Manager and lead Instructional Systems Designer of quarterly new
    product release WBT curricula for a global supplier of telecommunication hardware. Each product
    launch required unique curriculum paths for sales and marketing, field service, customer, and channel
    partner audiences. The Sharable Content Object Reference Model (SCORM) was applied to leverage
    content across the curriculum, reduce development costs, and facilitate future content maintenance. A
    typical quarterly release would include approximately 10 hours of custom courseware.

    Higher Education – Instructional Systems Designer on a large project team that placed the entire
    Masters of Information Technology and Masters of Hospitality Industry on line for a state university.
    Worked closely with individual professors and academic chairs to ready all lectures and resource
    materials for online asynchronous deployment, and set up virtual classroom environments.
June 1976 - August 1996 – United States Navy, Senior Chief Submarine Sonar Technician STSCS(SS)

Major achievements and positions included:

    Independent Duty Acoustic Intelligence (ACINT) Specialist (NEC 0416)Advisor to the Commanding
    Officer and sole on-board representative of the Office of Naval Intelligence while embarked on 18
    submarine special operations.

    Lead Atlantic Submarine Force Acoustic Analyst – Supervised and managed analysis of all Atlantic
    Submarine Force ship-on-ship noise evaluations and pre-deployment acoustic intelligence data
    collection exercises. Conducted initial screening of all Atlantic Submarine Force post-mission acoustic
    intelligence data packages.

    Instructor (NEC 9502) – Staff Instructor (2 years), Leading Chief Petty Office (1 year), Naval Submarine
    Training Center Pacific Tactical Training Department. Supervised a staff of approximately 20 instructors
    and taught submarine tactics and auxiliary sonar system maintenance courses.

    Master Training Specialist (MTS) – Designated as a Master Training Specialist by the Chief of Naval
    Technical Training.

    Japanese Maritime Self Defense Force (JMSDF) – Conducted needs analysis while embarked on two
    JMSDF submarines. Designed and authored JMSDF Submarine Sonar Operator, Supervisor, and Officer
    courses. Taught pilot courses at the JMSDF training center in Kure Japan (8 weeks).
